McShane is co-author of ?President Obama and Education Reform: The Personal and the Political,? which was released earlier this month. He and co-author Robert Maranto argue that Obama?s inner-city background and personal history with public school teachers led him to push ? however gently ? for more accountability and choice in education.

?The conclusion we draw in the book, by going through some of his early writings, is that [Obama] came of age in the inner city of Chicago as a community organizer there,? said McShane. ?He actually writes in pretty great detail about the deplorable condition of the Chicago public schools, and he even remarks about how frequently the union would go on strike.?

Chicago may be ground zero for that struggle. So far, Emanuel has refused to surrender to the teachers on several key pieces of his reform plans.

The union most stridently opposes tying teachers? performance evaluations to their students standardized test scores, and will not end the strike until an acceptable agreement is reached on the issue. But Emanuel planned to file an injunction against the teachers for continuing the strike on such grounds, the Chicago Tribune reports.

The White House would not confirm whether Obama had spoken with Emanuel about the strike, but a spokesperson told reporters Friday that the president wanted both sides to come together and resolve the problem.

?I think what?s important here is for all the parties to come together, work out a resolution, and make sure the children of Chicago are back in school getting educations,? said White House Press Secretary Jay Carney in a press conference.

By declining to support the strike ? and score easy points with his union base ? Obama demonstrated that he is more serious about education reform than other Democrats, said McShane.

President Obama has clearly surpassed former President Jimmy Carter and his actions during the Iranian Embassy crisis, as the weakest and most ineffective person to ever occupy the White House.

This evening, I called Libyan President Magariaf to coordinate additional support to protect Americans in Libya. President Magariaf expressed his condemnation and condolences and pledged his government?s full cooperation.

Some have sought to justify this vicious behavior as a response to inflammatory material posted on the Internet. The United States deplores any intentional effort to denigrate the religious beliefs of others. Our commitment to religious tolerance goes back to the very beginning of our nation. But let me be clear: There is never any justification for violent acts of this kind.

In light of the events of today, the United States government is working with partner countries around the world to protect our personnel, our missions, and American citizens worldwide."

When asked how government will respond, Libyan government answers with vague promises to take action:

"We have been taking actions .... we have been following up on the brutal activities of those people ... it is very difficult at this point to tell whether they are the same group of people or different. We are very serious, we have been looking into this matter seriously."

Asian shares fall, eyes on German ruling, Fed meeting

TOKYO (Reuters) - Asian shares fell on Tuesday as investors repositioned before a German Constitutional Court ruling on the euro zone's bailout funds which could remove one risk for Europe, and a U.S. Federal Reserve meeting that may yield widely expected monetary easing.

European equities were seen falling, with a 0.3 percent drop in U.S. stock futures suggesting Wall Street will start weakly. Financial spreadbetters called London's FTSE 100 <.ftse>, Paris's CAC-40 <.fchi> and Frankfurt's DAX <.gdaxi> to open down as much as 0.6 percent. <.l><.eu><.n/>

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> fell 0.5 percent, dragged lower by Chinese markets, with Shanghai shares <.ssec> slumping 1.2 percent and Hong Kong equities <.hsi> dropping 0.7 percent as investors took some profits from a stimulus-led rally.

"Fundamentals haven't improved. In fact the latest set of data suggests the slowdown in the Chinese economy could yet worsen, so it's tough to look beyond the short term," said Edward Huang, equity strategist at Haitong International Securities.

Japan's Nikkei average <.n225> slipped 1 percent, weighed by declines in cyclical stocks which are generally linked to the health of the economy. <.t/>

Global shares and the euro had rallied last week after the European Central Bank outlined its bond-buying scheme designed to cap the rise in the borrowing cost of highly indebted euro zone states.

"Investors are cautious ahead of major events later this week," said Lee Young-won, an analyst at HMC Investment & Securities.

Germany's Constitutional Court is due to deliver a verdict on Wednesday that could pave the way for activating the European Central Bank's scheme, while the Fed's two-day policy meeting ends on Thursday.

Europe continues to muddle through its crisis management, with Greece admitting it was having trouble convincing its foreign lenders to accept an austerity plan in exchange for aid to keep Athens solvent, but Spain's debt yields have stabilized below 6 percent on the ECB's bond-buying plan.

Following Friday's disappointing U.S. jobs data, markets now believe the Fed will opt for some form of further monetary easing this week to help underpin the fragile U.S. recovery.

But views remain mixed over the specifics. Some see a powerful move such as a third round of bond buying known as quantitative easing, while others expect alternative options such as extending its commitment to keep interest rates near zero beyond the current period through late 2014 into 2015.

Reflecting growing investor jitters, the CBOE Volatility index <.vix> posted its biggest daily increase in seven weeks on Monday.

The euro inched up 0.1 percent to $1.2766, below Friday's four-month peak of $1.2815.

"As long as there are expectations of quantitative easing by the Fed, the euro is likely to have some support," said a senior trader at a European brokerage.

While equities pulled back, policy hopes supported Asian credit markets, tightening the spread on the iTraxx Asia ex-Japan investment-grade index by 2 basis points.

TIGHT GRAINS THREATENING

With their European export markets in dire straits, Asian economies, led by China, are suffering.

South Korea announced an incremental stimulus package on Monday to nurse its export-driven economy through prolonged hard times, a move many Asian governments are could follow as Europe slides towards recession and the United States struggles to grow.

There were some bright spots amid general wariness. Big Japanese manufacturers turned optimistic for the first time in four quarters in July-September.

And Australian business conditions improved in August as most firms enjoyed a rebound in sales and profits.

Global monetary easing will boost prices of precious metals, nonferrous metals and oil where speculative money typically flows, Masayo Kondo, president of research firm Commodity Intelligence in Tokyo.

U.S. crude eased 0.3 percent to $96.24 a barrel while Brent inched down 0.1 percent to $114.65 a barrel.

Spot gold added 0.3 percent at $1,729.36 an ounce, below a six-month high of $1,741.30 touched on Friday.

Global grains prices have been bolstered by tight supplies as the worst drought in at least half a century hit U.S. farmland while Russia, the No. 4 wheat supplier, could limit exports.

Australia, the world's No.2 wheat exporter, cut its forecast for wheat production in the 2012/13 crop marketing year and warned that yields could fall further.

SANTA ANA, Calif. (AP) ? Noses across Southern California were hoping for a sweeter-smelling Tuesday as public officials sought a solid answer for what made Monday so pungent.

One answer appeared far more likely than any other: The weather-aided waft of a fish die-off from the Salton Sea.

But even as officials said several factors indicate the Salton Sea as the source of the sulfurous smell, air quality investigators stopped short of declaring with certainty that the saltwater lake 150 miles southeast of Los Angeles was the cause.

Barry Wallerstein, executive officer of the South Coast Air Quality Management District, said in a statement late Monday that "there is not yet any definitive evidence to pinpoint the Salton Sea or any other source yet."

One reason for doubt, the statement said, is that "it is highly unusual for odors to remain strong up to 150 miles from their source."

The smell was reported as far away as Palmdale and Lancaster, more than 150 miles north of the Salton Sea. The dying sea had a fish die-off within the past week and that, combined with strong storms in the area Sunday, could have churned up the water and unleashed bacteria from the sea floor that caused the stench, said Janis Dawson of the Salton Sea Authority.

The massive thunderstorm complex brought wind gusts up to 60 mph and widespread dust storms. Mark Moede, a National Weather Service meteorologist in San Diego, called it "huge, one of the largest that any of us have ever seen in probably 10 years."

A strengthening onshore breeze Tuesday may dissipate lingering odors closer to the coast, the South Coast air quality district said.

That would be a relief to residents from Riverside County to the San Fernando Valley north of Los Angeles, who lit up switchboards and social media to make a stink of the stink. The district was flooded with more than 200 complaints Monday from across much of its 10,000 square miles.

"The odor was extremely intense," Dawson said. "We actually thought that somebody had an accident, a broken sewage main."

Jack Crayon, an environmental scientist at California's Department of Fish and Game, said he recognized the smell as the typical odor when winds churn up the sea's waters and pull gases from the decomposition of fish or other organisms up to the surface.

He said the phenomenon typically occurs a few times a year in the area surrounding the lake, but it was unusual for the smell to spread so far.

Fish die-offs at the Salton Sea result from low oxygen levels in the water and receding shorelines. The shrinking lake, which is a major resting stop for migrating birds on the Pacific Flyway, has been plagued by increasing salinity. It was created in 1905 when floodwaters broke through a Colorado River irrigation canal and is fed by water that seeps down from nearby farms. It is about one-third saltier than the ocean and sits 200 feet below sea level.

Julie Hutchinson, battalion chief at California Department of Forestry and Fire Protection in Riverside, said cloud cover lingering over the area has trapped the smell in the suburbs east of Los Angeles.

"It's just not able to evaporate up into the atmosphere," Hutchinson said. "The moisture and thick heavy air is keeping it in the lower ends of the valleys."

In San Fernando, comedian Jose Chavez said he was leaving the grocery store when he was overwhelmed by the odor.

"My first thought was that maybe one of the eggs I bought was rotted, and I got back home and the smell was still there, so then I started to think it was me so I changed my clothes," the 28-year-old said. "It was very pungent."
